EFRIS E-Invoicing in Uganda: A Practical Guide for Businesses

What EFRIS is

EFRIS is the Uganda Revenue Authority's Electronic Fiscal Receipting and Invoicing Solution. Every fiscal invoice or receipt issued by a business on EFRIS is sent to URA in real time and gets a unique fiscal document number and QR code, which customers can use to verify it.

It gives URA visibility of sales as they happen, and it gives businesses a standard, verifiable invoice.

Who needs to use it

EFRIS applies to VAT-registered taxpayers and to other taxpayers URA designates. Requirements and deadlines have been expanded in phases, so check URA's current guidance, or ask your tax adviser, to confirm what applies to your business.

Ways to connect to EFRIS

URA provides several ways to issue EFRIS invoices. Which suits you depends on how many invoices you issue and what software you already use.

• ↳Web portal: enter invoices manually on URA's portal. Workable for a handful of invoices, slow for more.
• ↳Desktop and mobile apps: URA's own tools for small volumes.
• ↳Electronic fiscal devices (EFDs): hardware for retail points of sale.
• ↳System-to-system integration: your ERP, accounting or POS system talks directly to EFRIS, so every invoice is fiscalized automatically as you issue it.

Why system-to-system integration pays off

If you issue more than a few invoices a day, retyping them into the portal wastes staff time and introduces mistakes: wrong amounts, wrong tax codes, or invoices that never get fiscalized. Integration removes the double entry.
